Abstract
Researchers have developed models, metaphors, and analytical tools over the years to evaluate and analyze policies. But the precise judgement of effectiveness with definite units of analysis is still a challenge. This study addresses the very definition of sustainability in involuntary resettlement in development and infrastructure projects in Indian context and attempts to establish definite terms for sustainability of a resettlement plan (RP). There is an absence of well-defined units and analytical methods for impacts of resettlement on the affected families. As per international institutions of investment and finance like World Bank (WB) and Asian Development Bank (ADB), this is the primary reason behind implementation discrepancies. The study makes use of expert opinion surveys and pair-wise comparison matrices to come to a few conclusions.
